On January 21, 2021, the Stormwater Partners commented on the new draft Phase I Municipal Separate Storm Sewer System (MS4) permit for Montgomery County. We applaud the county on their partnership with us and other non-governmental organizations, as well as taking steps to further equity and ensure success in stormwater management via more targeted planning. We also appreciate the addition of a new salt management plan requirement. But, the state and the county must do more to ensure the protection and restoration of our watersheds and the Chesapeake Bay. We touch on a number of other important water quality and conservation issues, including stream restorations, synthetic turf, waivers from stormwater requirements during construction, equity and public outreach, the critical importance of green infrastructure, and trash pollution.
