Stormwater Partners Network Comments on Final MS4 Permit for Montgomery County

On December 3rd, 2021, Stormwater Partners Network submitted comments on the final determination for Montgomery County’s stormwater (MS4) permit. We reiterated our disappointment with the permit’s scope and level of ambition to restore our watersheds, and with its reliance on an Accounting Guidance document that overly incentivizes practices that should be limited in application - such as street sweeping and stream restoration. We support new plans to incorporate flood resilience and mitigation planning into state regulations, but note that the clock is ticking on flood hazards and the Maryland Department of the Environment needs to move faster to address these climate-driven risks.
